Brief description of what services your organisation offers:
The MASH is a team including Police, Health, Education, Children's Social Care and Safeguarding, Probation, Adult Social Care, Mental Health and others. The benefit is that they can quickly share information and make decisions as to the required level of intervention.  All colleagues and the public will contact MASH in the same way on 02392 688793 or 0845 671 0271 and the team are situated in the Civic Offices. Once MASH is contacted the following will need to be established:

• You want to have an informal discussion about a family with an MASH colleague.  Make this clear when you make contact. This does not require family details and no record will be kept by MASH unless it is later agreed that a formal referral is required, although you may record on your own individual systems if appropriate. Without the exchange of sensitive personal information, consent is not a requirement, though always preferable.

• You have immediate child protection concerns

• You have concerns about a family and you have their consent to share information with the MASH. If you do not have consent to share we cannot accept details of the family until you have obtained consent or unless the matter is an immediate child protection issue under the remit of S47 of The Children Act

All decisions about children will be managed by a social work manager.  The potential outcomes from the MASH are:

A) A child protection enquiry is being completed

B) To pass the information to Children's Social Care for a single assessment

C) That an early help single assessment should be completed.  A worker from the MASH would be in contact with the referrer in the near future to consider who should undertake the single assessment

D) Continue with universal service support

You will be informed of the outcome in writing

What the organisation provides - types of interventions and support:
MASH offers the following key functions:

●Management of contacts and referrals when there are child safeguarding concerns

●Receipt of and direction of Children and Young People's Police reports in partnership with Police, Health and Education

●Recording which children and families have a CAF and TAC in place and who the lead professional is

●Sharing information appropriately across the workforce to enable effective early help intervention

●Providing consultation about thresholds and appropriate action to be taken

●Liaising with professionals across the network of services to complete CAF's

●Assisting the facilitation of Team around the Child processes, effective planning and identification of Lead Professional

●Providing a gateway to Tier 3 service provision

●Using local data and intelligence to highlight children at risk of poor outcomes, allowing for a targeted early help offer

Open access to all professional and members of the community in Portsmouth City.

Quality standards and expected outcomes are measured as part of the Children's Trust.  The MASH contributes to improving outcomes for vulnerable children at risk of poor outcomes by collating and sharing information held by various agencies.  Through improved communication and better integrated working, the MASH facilitates the right service response for children and their families in a timely way; either through referral to children's social care or by triggering early help processes through the single assessment, Team around the Child processes and outcome focussed planning.
