Portage

Portsmouth Portage Team provides an educational service (Portage or Portage Plus) for pre-school children from a very early age up until they are ready to start school.  Children and families are supported at home and nursery. Early years settings can also benefit from Portage or Portage Plus intervention.  Portage is a small steps approach, working in partnership with parents and/or carers to support the child's learning at home and for Portage Plus in an early years setting

Eligibility criteria
Portage is available for children with a delay of 6 months or more in at least 2 areas of development. Both parents and professionals can make a referral to Portage. Referrals can be made from birth. Portage Home Visits will commence when the child is approx. 6 months old. Portage ceases when a child starts to attend nursery for more than 15 hours per week when they turn three years of age or when a child has been receiving Portage for two years, even if they are not yet in a setting. Portage discontinues if a child no longer meets the criteria or at the parent/carers' wishes.
 
What the organisation provides - types of interventions and support
Portage Home Visitors use a small steps approach, working in partnership with parents and/or carers to support the child's learning at home and for Portage Plus in a early years setting. Developmental goals are set in areas such as learning, communication, relationships and movement, combining learning new skills through play and integrating therapies i.e. Physiotherapy, Occupational Therapy or Speech Therapy where appropriate. Portage works in partnership with relevant professionals from health, education, social care and voluntary organisations to ensure shared goals and outcomes.
 
Quality standards and expected outcomes for children and young people and their families accessing your services
Goals are set for each child and expressed in terms of developmental levels for each child at the beginning and end of intervention. Parents/Carers and professionals views of the quality and effectiveness of the service are sought at the beginning/end of involvement via a written questionnaire
 
Portage Plus
 
Portage Plus is a time limited structured teaching intervention. This is available for children aged 2 years to starting school who have a significant difficulty with their social communication skills, even when they do not have a delay in any other area.
 
What the organisation provides - types of interventions and support
Portage Plus teaching takes place at home and at the early years setting if the child is attending a setting. It consists of two visits per week to the home or one visit at home and one at the nursery. This helps children to transfer the social communication skills they are learning from home to nursery and vice versa. Portage Plus consists of a block of 6-8 weeks with a similar length of break followed by another block of intervention. There will be a cut-off point at the start of July after which new programmes will start in the following September.  The Portage Team Leader will always make a preliminary visit to the family (and setting for Portage Plus) to provide more information for the family, to learn more about the child and to assess whether Portage, Portage Plus, (or neither) is appropriate. Some youngsters will receive Portage and then also receive Portage Plus if social communication difficulties become more apparent. Another referral would not be needed.
